As a private citizen, you dont! You do not need any type of license to buy a Class 3 license. What you do need is to do the transfer paperwork with the ATF and
receive your approved Form 4. What you get with the Form 4 is a properly transfered item with the Stamp Tax on it. Remember the Revolutionary War where the
British were taxing everything? Same thing. You also pay the tax on cigarettes and alchohol. The tax is much smaller and worked into the price, but you still
pay it. The best part is that the tax is deductable at the end of the year! So go find out if you can own one and join the club!
